Job Description
Do you want to enhance your capacity development- and leadership skills in one of the Norwegian People’s Aid’s largest and most complex Humanitarian Mine Action programmes? Norwegian People’s Aid is now looking for a Senior Technical Field Manager to join our programme in Iraq.

The main focus of the position will be the capacity development of national staff as well as the management of safety and quality of field operations. The capacity development extends beyond only technical skill sets and includes softer management responsibilities.
The position is based in the Basra Governorate, Iraq, with a significant portion of the time spent in the field within the NPA Area of Operations in southern Iraq.
Requirements
- Minimum 5 years of experience within the Humanitarian Mine Action sector.
- Minimum 3 years’ management experience.
- IMAS EOD level 3 or equivalent military qualification.
- Proven experience in capacity development of national staff to effectively understand the land release process.
- Proven ability and experience in developing and managing multiple teams in survey and clearance of landmines, cluster munitions, and other explosive remnants of war.
- Proven knowledge/understanding of the land release concept.
- Experience with project management and/or support functions, including human resources, logistics, finance, liaison and security.
You possess strong people leadership skills, with a focus on developing, motivating, and inspiring by prioritizing relationship building, well-being, and growth. You have excellent communication skills as well as the ability to organize resources, activities, and people to effectively achieve goals.
Responsibilities
- Develop and implement the annual project operational plan.
- Oversee the conduct of operations in accordance with plans, standard operating procedures and international/national mine action standards (IMAS/NMAS).
- Maintain a functional operations room with technical and operational planning and reporting systems.
- Support the Operations Manager to develop, plan and execute the quality management of mine action operations.
- Assist in the development and update of operational standard operating procedures.
- Develop the capacity development plan for individual staff who have been identified to undertake training in leadership or specialised roles within operations.
- In line with the capacity development plan, oversee and conduct training for local staff to international mine action standards within the given time frame.
- Provide operational reports including progress reports, monthly reports, non-technical survey and hazard reports, as well as completion and suspension reports, for submission to NPA’s reporting system, the national authority through IMSMA and donors.
- Liaise with national and local authorities for operational, logistic and administrative purposes as required.
- Represent NPA at relevant stakeholder meetings and events.
