Job Description

Background
Registered in Iraq since 2011 with a presence in Erbil and Baghdad, iMMAP Inc. is implementing a project partnership with UNESCO aiming at operating, maintaining, training, and further developing the Education Management Information System (EMIS) for the Ministry of Education in Federal Iraq.
Description of Duties
Part of the EMIS project team, the Project Coordinator MIS serve as a SCRUM Master to oversee the software engineering team and, in coordination with the Country Representative, lead review and assessment of the EMIS and the Ministry of Education’s business needs.
Project Management
- Oversee the kick off, planning and overall implementation of the project, ensuring the project objectives are met within the required time frame and budget.
- Ensure close collaboration with stakeholders to define clear, measurable objectives and outcomes for the project.
- Develop an implementation strategy for the full project period which is appropriate to the Education Management Information System Project.
- Plan the mobilization of resources for the implementation of program activities.
- Create detailed project plans that outlines the project milestones, deliverables, timelines, resources, and budgets.
- Proactively inform iMMAP Country Representative of identified opportunities, risks and risk mitigation relevant to the project planning and implementation.
- Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and potential of future program extension and expansion.
- Enure consistent follow up and review of the project budget in collaboration with the Finance Co and CR. Monitor and manage project expenses to ensure the project stays within budget.
- Ensure that necessary human, financial, and material resources are available for the smooth running and successful completion of the project.
- Support the compilation of information to prepare project progress reports as per iMMAP and Donor requirements.
- Provide technical input in the development of new project proposals or project concept notes.
Operational
- The Project Coordinator will ensure smooth implementation of the project, leading and management of the team, software engineering best practices and standards are applied across the Agile Software Development lifecycle.
- He/She will provide technical support and guidance, oversee testing, and support the review of technical documentation, user guides, and training materials developed by the Learning Officer.
- The Project Coordinator will liaise closely with the Country Representative and the Learning Officer to oversee and deliver training and technical support for the MoE.
- The Project Coordiantor will be responsible for managing Happy Fox help desk ticketing, including classification, validation, and prioritization of tickets, developing plans and assigned tasks in the Jira platform, as well as resolving system bugs and enhancing system features.
- Where required, the Project Coordinator will coordinate with relevant MoE focal points to collect business needs and gather the requirements necessary to undertake system enhancements and feature development.
- The Project Coordiantor will manage a team of 08 persons (Software Engineer, Information Security Engineer, Quality Assurance Engineer, full stack developer/Database Administrator, Front-end developer, Application administrator, Learning Officer and Capacity building officer).
Capacity Building
- Develop a comprehensive capacity building strategy for project beneficiaries, including but not limited to EMIS team inside Ministry of Education, GDoEs and schools’ staffs
- Support development and delivery of Training of Trainers for Ministry of Education staff to enhance internal training capacity.
- Plan, coordinate and deliver advanced training in server and database maintenance and adminstration
- Build and support the development of iMMAP national staff capacity related to EMIS.
Staff Management
- As required, adjust the structure of the project team and ToRs outlining staff roles and responsibilities, while conducting staff performance evaluations, to ensure optimal project performance.
- If required, submit recruitment requests for the project to HR Department and participate in the recruitment process.
- Ensure that any staff under your supervision receive appropriate and adequate training through the provision of coaching.
- Enure staff objectives are developed and performance evaluations are conducted regularly (probation, end of year evaluation).
Monitoring & Evaluation
- Actively contribute to the learning process of the project, in close coordination with the Country Representative and iMMAP Headquarters.
Security
- In coordination with the Country Representative and Country Security Coordinator, ensure security plans and protocols for the areas of operation and for the project are adequately followed.
Requirements
- Education
· University degree in Information Technology, Computer Sciences, mathematics, statistics or related area.
- Experience
- Mastery of the principles of data handling and processing.
- Minimum of 10 years’ experience in web development
- Proficient in translating complex business requirements into technical designs and code.
- Advanced knowledge of HTML, XHTML, CSS, and JavaScript.
- Advanced knowledge of object-oriented programming.
- Advanced knowledge with Visual Studio, .NET, C#, Windows Communication Foundation (WCF), WebAPI, and Entity Framework development.
- Experience in Analytical and Reporting platforms and tools.
- Analytical skills and database design knowledge.
- Experience using vue.js front end framework
- Proficiency with Microsoft SQL Server and later T-SQL development.
- Soft skills
- Strong analytical skills, and apt at turning abstract discussions into concrete ideas.
- Technical writing skills including developing proposals and reports.
- Ability to develop and carry out work plans and solve problems independently.
- Ability to perform well on tight deadlines, flexible attitude.
- Ability to select, develop and lead teams.
- Ability to work based on objectives.
