Job Description

The Procurement Specialist is responsible for executing day-to-day procurement activities for HQ and projects, ensuring timely, cost-effective, and compliant purchasing of materials, equipment, and services in line with Basrah Mas Company policies and project requirements.

This role focuses on execution, coordination, and follow-up.

Key Responsibilities

Procurement Operations

  • Execute procurement activities for HQ and project-related requirements (materials, equipment, and services).
  • Receive and review Purchase Requisitions (PRs) from Engineering, Projects, and Admin teams.
  • Prepare RFQs, collect quotations, and conduct commercial comparisons.
  • Support vendor selection in coordination with the Procurement Manager and technical stakeholders.
  • Prepare Purchase Orders (POs) in accordance with the approved approval matrix and procedures.

Vendor & Supplier Coordination

  • Maintain and update the approved vendor and supplier database.
  • Communicate with local and international vendors regarding pricing, availability, and delivery terms.
  • Follow up with suppliers on order status, delivery schedules, and required documentation.
  • Coordinate with vendors on invoicing, delivery notes, and compliance documents.

Logistics & Delivery Follow-Up

  • Coordinate with vendors, site teams, and logistics providers to ensure timely delivery to HQ or project sites.
  • Track shipments, deliveries, and outstanding items.
  • Support customs clearance documentation where required, in coordination with logistics and finance teams.

Commercial & Documentation Control

  • Maintain complete procurement records, including RFQs, quotations, PO files, delivery notes, and invoices.
  • Ensure procurement documentation is complete, accurate, auditable, and properly filed.
  • Support cost tracking by providing procurement data to Finance and Project Controls when required.

Internal Coordination

Work closely with:

  • Engineering for technical clarifications and specifications
  • Project Controls for cost and budget alignment
  • Finance for invoice verification and payment follow-up
  • Site teams for delivery confirmation and material receipt
  • Promptly escalate any delays, risks, or discrepancies to the Procurement Manager.

Compliance & Ethics

  • Conduct all procurement activities in compliance with Basrah Mas Company policies, approved procedures, and applicable Iraqi laws.
  • Follow the approved delegation of authority, approval matrix, and documentation requirements at all times.
  • Ensure transparency and fairness in vendor sourcing and selection.
  • Maintain confidentiality of all commercial and contractual information.
  • Report any non-compliance or unethical practices to the Procurement Manager and support audit requirements.

Qualifications & Experience

Education

  • Bachelor’s degree in Business Administration, Supply Chain, Engineering, or a related field.

Experience

  • Minimum 3 years of procurement experience.
  • Experience in Oil & Gas, EPC, industrial, or project-based environments is strongly preferred.
  • Exposure to both HQ and project procurement is an advantage.

Technical Skills

  • Strong understanding of procurement workflows (PR, RFQ, PO, delivery, invoicing).
  • Ability to prepare commercial comparison sheets.
  • Familiarity with local and international sourcing.
  • Experience working with ERP systems or structured procurement tracking tools.
  • Strong MS Excel and MS Office skills.

Language Skills

English: Good written and spoken.

Arabic: Required.
