Position Summary
AUIB is seeking a dynamic and experienced Procurement Specialist (Buyer) to drive its mission of delivering timely, compliant, and well-documented procurement that supports academic operations and institutional sustainability. In this pivotal role, the Procurement Specialist (Buyer) will support the University’s procure-to-pay operations in Oracle Fusion by converting approved requisitions into accurate purchase orders, ensuring required documentation and approvals are in place, coordinating with departments and suppliers on delivery and receiving, and maintaining audit-ready purchasing records and attachments. Key Responsibilities
- Oracle Fusion PO processing: Convert approved requisitions into accurate POs (supplier, pricing, terms, category, delivery, charge accounts).
- Compliance & documentation checks: Ensure specs/scope, quotes, approvals, and justifications are complete before PO issuance; return incomplete requests.
- Supplier & delivery coordination: Confirm delivery schedules, resolve issues, and document communications/decisions.
- Controls & exception handling: Apply preferred suppliers, competitive quote thresholds, and maintain approved sole-source/exception documentation.
- Receiving support & audit-ready files: Support receiving/service acceptance and maintain complete attachments and records for audit readiness; support open PO reporting and month-end follow-up.
Ideal Candidate Profile
- P2P controls mindset: Understands approvals, PO discipline, receiving documentation, and matching concepts.
- High documentation discipline: Maintains complete audit-ready files (quotes, approvals, delivery notes, change justifications).
- Service orientation & follow-through: Manages requesters and suppliers professionally and closes loops.
- Accuracy under volume: Produces error-free POs; manages changes/cancellations with a clean audit trail.
- Systems + Excel comfort: Comfortable with ERP workflows and Excel for quote comparisons and tracking.
Education and Experience
- Required Education: High school diploma / secondary certificate (minimum).
- Years of Relevant Experience: 1–3 years in purchasing/stores/warehouse/admin ops/cashiering/logistics/vendor coordination (any combination).
- Specific Skills or Expertise:
- Requisition-to-PO processing; PO change/cancellation control
- Quote collection/comparison and threshold compliance
- Receiving/service acceptance coordination; basic 2-way/3-way match concepts
- Audit-ready attachment discipline and recordkeeping
- Basic reporting (open PO aging, pending receipts) and month-end follow-up
- Additional Certifications: Preferred (not required): Oracle Fusion Procurement user proficiency; CIPS/CPSM a plus.
- Personal Attributes: Integrity, reliability, responsiveness, teamwork, and adherence to SOPs and segregation of duties.
