Job Description
The Procurement Manager is responsible for procuring construction materials, equipment, tools, and subcontracted services to support timely, cost-effective, and efficient project execution.
Based in the Basra Office, with regular visits to project sites, the role reports to the Supply Chain Manager and works closely with Construction, Engineering, Warehouse, Logistics, Finance, and other internal teams to ensure smooth procurement operations and reliable supply support.
Primary Duties and Responsibilities:
- Develop and implement procurement plans in line with project priorities, delivery schedules, and company procedures.
- Lead sourcing and purchasing activities for construction materials, equipment, tools, rental items, and subcontracted services.
- Manage supplier identification, evaluation, prequalification, and selection to ensure quality, reliability, and commercial competitiveness.
- Prepare, issue, and manage Requests for Quotation (RFQs), commercial comparisons, and purchase recommendations.
- Lead commercial negotiations with suppliers and service providers to secure favorable terms, pricing, delivery schedules, and payment conditions.
- Review and manage purchase orders, contracts, and procurement records to ensure accuracy, completeness, and compliance.
- Monitor procurement status, supplier performance, and delivery schedules, and take necessary action to avoid delays or shortages affecting project activities.
- Coordinate with Construction, Engineering, and Warehouse teams to ensure proper material specifications, quantities, delivery sequencing, and site readiness.
- Track procurement expenditures and recommend cost-saving opportunities without compromising quality or project requirements.
- Manage local market purchases, where required and approved, in line with company procedures and internal control requirements.
- Identify procurement-related risks, including delivery delays, supply shortages, and commercial or contractual issues, and propose appropriate mitigation actions.
- Ensure procurement activities are carried out in compliance with company standards, contractual requirements, and applicable quality, HSE, and ethical guidelines.
- Generate weekly and monthly procurement status reports, highlighting progress, pending items, risks, delivery performance, and key issues for management review.
- Support the Supply Chain Manager in procurement planning, vendor performance monitoring, and alignment of procurement activities with company supply chain objectives.
- Support project teams in resolving supplier, logistics, and material-related issues to maintain smooth project progress.
- Carry out any additional procurement or commercial responsibilities as required by business and project needs.
- Manage cash-based procurement activities in line with company procedures, approved limits, and documentation requirements, ensuring proper control, reconciliation, and reporting of cash purchases.
Minimum Educational, Technical Qualifications / Certifications Required
- Bachelor’s degree in engineering, Supply Chain, Business Administration, or a related field.
- Minimum 8-10 years of relevant experience in procurement, preferably within construction, EPC, or project-based environments.
- Proven experience in sourcing, supplier management, contract coordination, and procurement planning.
- Experience in handling project-related procurement, including materials, services, and subcontract packages.
- Good understanding of procurement processes, commercial terms, contract lifecycle, and vendor performance management.
- Proficiency in ERP systems such as SAP or similar platforms.
- Advanced proficiency in Microsoft Office, particularly Excel for tracking, reporting, and analysis.
- Strong negotiation, communication, and coordination skills.
- Leadership ability with the capability to guide procurement activities and work effectively with cross-functional teams.
- Proficiency in English and Arabic, both written and verbal.
Special Requirements and Conditions
- The position is based in the Basra Office with regular visits to project sites in Iraq.
- Candidates must be physically fit and capable of accessing construction and industrial sites when required.
- The role may require working under time pressure and handling multiple procurement priorities across different project activities.
