Job Description
Role Summary:
Basrah Mas Company is seeking an experienced QHSE Manager to lead and manage the company-wide Quality, Health, Safety, and Environment function within our Oil & Gas Division. The ideal candidate will have extensive experience in Integrated Management Systems, regulatory compliance, audit management, and operational QHSE support, along with strong knowledge of ISO 9001, ISO 14001, and ISO 45001, and practical experience working within UKAS-accredited certification environments. This role supports the company’s departments, operations, sites, and business activities, ensuring compliance, continuous improvement, and a strong culture of quality, safety, and environmental responsibility.
Key Responsibilities:
- Develop and implement company-wide QHSE strategies, policies, procedures, and systems aligned with Basrah Mas’s operational goals and management requirements.
- Lead and maintain the company’s Integrated Management System in line with ISO 9001, ISO 14001, and ISO 45001 requirements.
- Ensure full compliance with QHSE legal requirements, client expectations, international standards, and company policies across all departments and operational activities.
- Coordinate and support certification readiness, surveillance audits, and recertification activities with UKAS-accredited certification bodies.
- Plan and lead internal audits, inspections, compliance reviews, and management system assessments to verify implementation and effectiveness.
- Monitor non-conformities, corrective actions, preventive actions, and lessons learned to ensure timely closure and continual improvement.
- Lead incident reporting, investigation, root cause analysis, and follow-up actions to improve operational safety and performance.
- Maintain the QHSE legal and compliance register and ensure relevant obligations are monitored and implemented.
- Promote a strong quality and safety culture across offices, sites, workshops, and operational areas.
- Support departments and operational teams in preparing QHSE plans, risk assessments, method statements, inspection records, and compliance documentation.
- Monitor contractor, subcontractor, and vendor compliance with company QHSE requirements and support audits and prequalification reviews where required.
- Develop and deliver QHSE inductions, awareness sessions, and training programs to improve employee understanding and accountability.
- Prepare regular QHSE performance reports, KPI summaries, audit reports, incident analyses, and compliance updates for senior management.
- Advise management on QHSE risks, system gaps, priorities, and practical improvement actions.
- Represent Basrah Mas in audits, inspections, external reviews, and QHSE-related discussions with clients, certification bodies, and other stakeholders.
Qualifications:
- Bachelor’s degree in engineering, Occupational Safety, Environmental Science, Industrial Management, or a related field.
- Professional certifications such as NEBOSH, IOSH, IRCA, or Lead Auditor qualifications are preferred.
- Minimum 10 years of relevant QHSE experience within the Oil & Gas, EPC, industrial services, or heavy industry sectors.
- At least 5 years in a managerial or leadership role overseeing company-wide or multi-site QHSE activities.
- Proven experience in developing, implementing, and improving Integrated Management Systems.
- Strong experience in preparing for and supporting audits by UKAS-accredited certification bodies.
- Strong knowledge of ISO 9001, ISO 14001, and ISO 45001 standards and their practical application.
- Experience in incident investigation, NCR/CAPA management, audit follow-up, and compliance reporting.
- Good understanding of Iraqi legal requirements and operational compliance expectations related to QHSE.
- Proficiency in MS Office Suite and QHSE reporting systems.
- Excellent leadership, communication, analytical, and problem-solving skills.
- Fluent in English; Arabic language proficiency is an advantage.
